Japan Timesからです。当たり前のようにこういう事実が出てきますね。ある人がYouTubeで解説していました。"Some people may wanna go conspiracy theory on this...This is done on purpose as the way to cover with the data...It's pretty clear, it's corporatism."このcorporatismの意味、辞書で調べれば単に「協調組合主義」などと出てくると思います。例えば人が微笑んでいればどんな人でも優しく見えますね。でも学問の真の目的は表面を見るためではありません。行動や思想を体系とし分類し、物の真底、本質を見極めるためのものです。英語学習も同じです。「協調組合主義、素晴らしい!」では何の役にも立ちません。英単語を知ると同時に本を読み思想を知ることは大切です。私ならこのcorporatismは「大政翼賛会的思想」と訳します。

FUKUSHIMA – Fukushima Prefecture and the National Institute of Radiological Sciences have said they erroneously estimated the radiation exposure of 16,118 people in a survey covering the first four months after the outbreak of the March 2011 disaster at the Fukushima No. 1 nuclear plant.

Among the roughly 420,000 people authorities have so far finished compiling data on, recalculations show 12,469 received higher doses and 3,649 lower doses than previously estimated.

The margins for revisions range from plus 0.4 millisievert to minus 0.2 millisievert. As a result of the revisions, it was learned1 that some people were exposed to more than 1 millisievert — the annual limit set by the government for ordinary citizens.

People polled were asked to answer in detail where they were between March 12 and July 11, 2011.

Based2 on their whereabouts, the institute estimated their cumulative amount of external exposure by adding up daily radiation levels measured at their locations over the four months.

Used as reference were3 actual radiation readings at a number of monitoring posts in the prefecture as well as projections of the spread of radioactive substances by the SPEEDI computer simulation system.
But in some cases, the dates in the survey failed to match those in the reference data.

それでは英文解釈の注意点を見ていきましょう。水色のマーカーと数字が附ってある部分が注意点です。下線付きの単語は下に意味を書いておきました。

  1. learnには「学ぶ」という意味以外に「知る、分かる」という意味があります。普段日常会話で使われるのは、どちらかというとこの意味でが多いのです。
  2. 過去分詞の分詞構文です。過去分詞の分詞構文はその前にBeingが省略されている元は受け身の分詞構文と考えられます。また分詞構文の主語は主節の主語となるのが普通ですが、この場合の"Based on"などのようにほぼ熟語化してしまった語句では関係無く決まり文句で使ってしまいます。
  3. これは日本人にとっては一番苦手なものではないでしょうか?倒置です。この場合は「受け身」の倒置です。強調のため受け身の過去分詞が文頭に出ています。そしてそれにつられてbe動詞が主語より前に出ています。実際はこの「be動詞前に出る...」が本当の倒置部分です。強調したい語が文頭に出たために、それにつられてbe動詞、助動詞、完了のhave等が主語の前に出る。よくあるのは否定の副詞が文頭に出た時、前置詞句が文頭に出た時、ifの省略の時などです。この文のもとの形はこうです。"Actual radiation readings at a number of monitoring posts in the prefecture as well as projections of the spread of radioactive substances were used as reference..."

※2011年4月19日、文部科学省は、学校等の校舎・校庭等の利用判断における放射線量の目安として、年20ミリシーベルトという基準を、福島県教育委員会や関係機関に通知した。この年20ミリシーベルトは、屋外で3.8マイクロシーベルト/時に相当すると政府は示している。年20ミリシーベルトは、原発労働者が白血病を発症し労災認定を受けている線量に匹敵する。また、ドイツの原発労働者に適用される最大線量に相当する。

他動詞の概念

英語と日本語の違いは当然沢山あります。語順の違い、主語、人称代名詞の使い分けの違い...等。しかしその中でも他動詞の扱いの違いは結構重要なものではないかと思います。他動詞は日本語より英語のほうが多いのです。たいていの人はそれを単に目的語をとる動詞として認識しています。しかし私は他動詞の重要性は、その使役性「~させる」という意味合いだと思っています。

例えばもしあなたが"You walk the dog."と言うなら、この場合のwalkは自動詞「歩く」でなく他動詞「歩かせる」で、ちょっと乱暴ですが"You are making the dog walk."という言い換えが可能となります。(本当は"You take the dog for a walk."のほうが自然です。)そして下記の三つの動詞分類が典型的な他動詞であり、更にはそれぞれ独特の用法があります。この他動詞の特徴を意識して英語を学習すると、何故この場面で動詞が「受け身」になっているのか?など、より日本語と英語の違いをはっきりさせながら学習ができます。多分英語を長く学習している方にとっては「何を今更」という話ですが、実際のところ、他動詞の使役性については学校では殆ど教えてくれません。辞書でも他動詞にもかかわらず「させる」という使役の訳が書かれていない場合も多くあるので、この性質を知るのはやはり大切だと思います。先に日本語の自動詞、他動詞を見てみましょう。

  • 私は外に出る。(この場合「出る」は日本語の自動詞です。)
  • 私は猫を外に出す。(この場合「出す」は日本語の他動詞です。実は「出させる」と言い換えられますね。)

自動詞は直に動詞にかかります(intransitive)、一方他動詞は主語が直接動詞にかからず目的語をかえす形になるから(transitive)、そこに「させる」という使役相が出るのです。では英語の典型的な三つの他動詞分類を見ていきましょう。

  • 使役動詞 -- make > have > let > get > help 「~させる>~してもらう」
    ex. They made me repeat the whole story.(※典型的な『使役動詞+目的語+原型不定詞』)
    「彼らは私に物語を全部繰り返して言わた。」
    ex. I had my wallet stolen.(※使役を使って受け身の意味を作っている)
    「私は財布を盗まれた。」
    ex. I couldn't make myself understood in English.
    「私は私自身を英語で理解されるようにさせられなかった。」⇒「私の英語は通じなかった。」
  • 再帰動詞 -- 再帰代名詞 (-self, -selves) が続く動詞「~させる」
    ex. They all enjoyed themselves at the party.
    「彼らは皆パーティーで彼ら自身を楽しまた。」⇒「...楽しんだ。」
    ex. Please sit yourself.
    「どうぞあなた自身を座らて。」⇒「どうぞ座って下さい。」
    cf. Please sit down.(※この場合はsitは自動詞)
    「どうぞ座って下さい。」
  • 感情を表す動詞 -- 例、please, excite, amaze, interest...「~させる」
    ex. The news surprised her.
    「そのニュースは彼女を驚かた。」
    ⇒ She was surprised at the news.(※このようにたいてい受身として使われる。)
    「彼女はそのニュースに驚かられた。」⇒「...驚いた。」
    ex. I am bored with watching TV.
    「私はテレビを見るのに飽きさせられた。」⇒ 「...飽きた。」
    cf. The TV program is boring.(※この場合boringは形容詞)
    「そのテレビ番組は退屈だ。」

なぜ英語は日本に比べ、たくさんの他動詞を使うのか分かりません。たとえ動詞に自動詞、他動詞両方の用法があっても、特にフォーマルな状況では他動詞を好んで使うように思えます。宗教、習慣のせい?英語の方が人間主体で世界をコントロールしようとしている?(正直、西洋絵画と東洋絵画を比べると西洋絵画にはその傾向があります。)何かこの日米の他動詞の違いの中に本質的なことがあるかもしれません。Anyway I think it's obvious that if you know this trait of English verbs, you will avail yourself of learning English more easily.

それにしても酷い発言です。これが与党の政調会長です。英語で政調会長をなんというか? policy chiefです。説明しなくても単語の意味合い分かりますね。日本のpolicy chief?多分、大学を出たばかりの官僚1年生でももっと正しい判断、言うべきでないこと等、分かるでしょう。原子炉の爆発事故でも作業員が亡くなっていますし、記事に書いてある通り、その後何人もの人が関連することで亡くなっています。計画停電で信号機が突然消え、交通事故で亡くなった人だっています。そしてまだ誰も自覚していませんが、チェルノブイリの時のように、今後癌での死亡率、幼児への影響等計り知れないことがかなりあるのです。。。。常識を知らないし、空気も読めないし。。。確かにLDPの政調会長にぴったりかもしれませんが。

Facing flak from both the opposition — and her own party — Sanae Takaichi, policy chief for the ruling Liberal Democratic Party, retracted earlier remarks that no one was killed in the 2011 Fukushima meltdowns and that the government should restart reactors nationwide.

Takaichi told reporters Wednesday that she would retract all of the remarks she made Monday during a speech in Kobe, adding that it was up to Prime Minister Shinzo Abe to decide her fate.

Abe, who was later briefed on1 the matter during his diplomatic trip in Europe, said he would keep Takaichi in the position, but warned her against making remarks “that could cause misunderstandings,” Chief Cabinet Secretary Yoshihide Suga said.

Abe and Suga have apparently2 rushed to stave off any political damage from the controversial remarks ahead of a critical Upper House election next month.

In the wake of Takaichi’s comments, Suga contacted her several times to discuss the matter, a government source said.

“It’s true (her words) caused misunderstanding,” Suga said. “A politician should be careful not to make any remarks that could lead to misunderstandings.”

No deaths have been confirmed to be directly related to the massive amount of radioactive materials spewed from the Fukushima No. 1 plant’s wrecked reactors since the March 2011 triple meltdowns.

However, the hasty evacuation of elderly and hospitalized patients resulted in3 at least 70 deaths, and many other evacuees4 from Fukushima Prefecture died at shelters or killed themselves after the meltdowns.

Earlier the same day, the LDP’s Fukushima prefectural chapter submitted a letter of protest to party headquarters in Tokyo, saying Takaichi had ignored those victims as well as numerous Fukushima residents still unable to return to their hometowns because of dangerous levels of radiation.

Abe’s Cabinet has urged party executives and Cabinet ministers in particular to avoid any gaffes that could hurt their electoral chances since his first Cabinet in 2006 and 2007 suffered political setbacks after a rash of ministerial scandals.

それでは英文注意点を見ていきましょう。水色マーカーに数字がふってある部分が注意点で、下線付きの単語は下に意味を書いておきました。

  1. 知っていましたか?onにはaboutと同じく「~について」という意味があります。主に本等に使うことが多いです。a book on politicsのように。それからofもaboutと同じ場合が多々ありますよ。実はthink of, speak of, remind A of B, inform A of B...のofも全部そうです。
  2. 英語の副詞の重要性に気づいたら、中級以上と言っていいでしょう。apparently, seeminglyともに「見たところ~」と訳せばいいですが、意味合い的にはIt appears that... It seems that...とまったく同じです
  3. resultが動詞として使われるときは"result in"「~(の結果)に終わる」 "result from"「~から(結果として)生じる」があります。動詞+前置詞では前置詞によって意味が決定される場合が多々あります。
  4. evacuee「難民」です。--eeが付くと「される側の人」をあらわし、--erが付くと「する側の人」をあらわします。必ず対の関係があるとは限りませんが、employer ⇔ employee, interviewer ⇔ interviewee, nominator ⇔ nominee といった感じです。(この場合evacuerという単語はありません。)

Book Review: 実践 日本人の英語

最近読んだ本にオススメがあるので紹介します。「実践 日本人の英語」 マーク・ピーターセン著(岩波新書)です。目から鱗なことが沢山書いてありました。例えば...

I went to Thailand with my friend.

これはおかしな文だそうです。確かに日本の義務教育ではこのように習います。どこが問題か?というとmy friendの部分です。英語の所有格には単数のときは「唯一の~」、複数のときは「全ての~」という意味合いが含まれる。要するに上記のような英文を言うと「私はたった一人しかいない友達とタイに行った」となるとのこと。たいてい友達は何人かいるわけなので、"a friend of mine"や"one of my friends"などの表現が普通なのだそうです。また"I went to Thailand with my friends."と言ったとすると「私は全ての私の友達と一緒にタイに行った」ということになってしまう。theについても所有格のmy,your...と同じようなことが言えるそうです。ただしtheは個人の所有でなくもっと一般的な対象ということになります。theで例を挙げるとこんな感じ。

  • the boyfriend ⇒唯一のボーイフレンド
  • the boyfriends ⇒全部のボーイフレンド(=all the boyfriends)
  • a boyfriend ⇒あるボーイフレンド(=one of the boyfriends)
  • boyfriends ⇒幾人かのボーイフレンド(=some of the boyfriends)

ということは、ボーイフレンドなどのような個人的なことならともかく、このようなニュースではかなり大きな意味的違いが出てきますね 😯 。

また仮定法に関してはもっとはっきり使い分けるべきなようです。例えば

I could meet him in Yew York.

これはcanの過去のcould(~できた)あるいは仮定法のcould(~だろうに)どちらで解釈したらいいのでしょう?
...仮定法だそうです。「できた」と言いたいなら"be able to"を使うそうです。あるいは"I could met him in New York yesterday."などのようにはっきり過去の表現が使われていたなら「できた」と言っていいようです。

Bob Dylan nominated for top French honour...

前回長くなってしまったので、今回はちょっと短く 😉 。BBCよりです。ボブディランにフランスのレジオン・ドマール勲章が授与されることが決まったそうです。別にさほど驚くべきニュースではありませんね。それより去年ノーベル文学賞を与えられなかった方が残念でありません。誰が時代を作ったかというと彼やジョンレノンですよね。あるいは故J.D.サリンジャーとかね...。中国の作家ではなかったと思います。この記事に書かれているようにどこの国にも、創造的な人間に反感を抱く保守反動派は必ずいますね。「戦争賛成!人を殺せ!」のほうが余程恐ろしいことなのに。それから大麻のことですが、ポールマッカートニーの方がそちらでは有名なのですけどね?

Bob Dylan nominated for top French honour

Veteran US singer Bob Dylan has been nominated for France's top distinction, the Legion d'Honneur, an award previously given to Sir Paul McCartney.

His nomination, by culture minister Aurelie Filipetti, was approved by the award's 17-member council.

Chancellor Jean-Louis Georgelin wrote in Le Monde that although the panel originally rejected the nomination, Dylan, 72, was an "exceptional artist".

The "tremendous singer and great poet" got a lower rank of the award in 1990.

Satirical weekly Le Canard Enchaine (The Chained Duck) reported in May that Dylan's nomination was rejected because of 1 his opposition to the war in Vietnam, where 2 France was a former colonial power, and his alleged use of cannabis.

However, Georgelin did not elaborate on the reason why the nomination was originally blocked, simply citing3 a past "controversy".

Top US honour

Singer-songwriter Dylan shot to fame in the 60s as an icon of the anti-war and civil rights movements.

Songs such as The Times They Are a-Changin' and Like a Rolling Stone became synonymous with the 60s counterculture, and he became a poster-boy for a disenchanted generation.

The artist also became an informal historian of America's troubles with tracks like Blowin' In The Wind, but his decision to move away from traditional guitar in favour of an electric version in the mid-60s proved controversial among die-hard folk fans.

He was awarded the top civilian honour in the United States, the Presidential Medal of Freedom, in May 2012.

Earlier this month, he was made an honorary member of the American Academy of Arts and Letters.

Recipients of the Legion d'Honneur, the Legion of Honour, include U2 frontman Bono, artist Louise Bourgeois, singer Charles Aznavour and actor Jean Reno.

それでは文法上の注意点を見ていきましょう。水色のマーカーと数字のふってある場所が注意点です。下線のついた単語は下に意味を書いておきました。

  1. because ofは「~のせいで」です。無責任な参考書や学校の教師は「~のために」と教えますが、それでは目的のfor the purpose ofやin order to doなどと、ごっちゃになってしまいます。原因をあらわす「~のせいで」と覚えましょう。because of = on account of = due to = owing to...同じ意味の熟語はまとめて覚えてしまいましょう。because ofとon account ofは悪い理由を言うために多く使われます。ただし最初はまとめて覚えればいいです。覚えるハードルを高くするのはやめましょう。
  2. 関係副詞の非制限用法です。先行詞がVietnamという固有代名詞なので必然的に非制限用法になります。関係代名詞(which)か関係副詞かで迷うときは先行詞を関係詞以下に戻して考えましょう。この場合なら"France was a former colonial power"の中に単体でVietnamが戻れる場所はありません。"France was a former colonial power in Vietnam"とinを伴えば戻れます。ということはinの意味がもとから含まれるwhereを使わなければいけません。
  3. これは普通の分詞構文です。分詞構文とは分詞(現在・過去)が接続詞の意味合いを表すものです。分詞は他にも形容詞の役割を果たす制限用法と補語になる非制限用法があります。分詞をしっかり理解すると英文法に自信がつきますよ!
